    Report by:
    [Name], Chief Development Officer, Neftaly

    Introduction

As of November 2017, Neftaly is pleased to share this foundational report outlining the preliminary steps taken to establish a strategic partnership with the Development Bank of Southern Africa (DBSA). This relationship, still in its exploratory phase, represents a potential milestone in Neftaly’s mission to scale impact and deepen developmental outcomes for youth and marginalized communities across South Africa.

The purpose of this report is to reflect on initial dialogues, shared strategic priorities, and the potential structure of a long-term collaboration aimed at accelerating social and economic development.

    Background and Strategic Motivation

Neftaly (South African Youth Project) has steadily grown over the past decade, serving communities through youth development, education, employment training, and entrepreneurship initiatives. To broaden our reach and multiply our impact, Neftaly has been actively seeking mission-aligned partners that can co-invest in sustainable, community-driven transformation.

The Development Bank of Southern Africa, with its focus on inclusive infrastructure, regional integration, and sustainable development, emerged as a highly complementary partner to support Neftaly’s scaling efforts.

Initial Engagement and Strategic Alignment (Q3–Q4 2017)

During the third and fourth quarters of 2017, Neftaly and DBSA entered into early-stage conversations to explore opportunities for collaboration. Key developments during this period included:

    1. Preliminary Dialogue and Relationship Building
      • Introductory meetings were held between Neftaly executives and DBSA’s development planning and social investment teams.
      • Mutual presentations were shared, identifying overlapping mandates and community-focused goals.
    2. Exploration of Joint Focus Areas
      • Priority themes identified include:
        • Youth and workforce readiness
        • Entrepreneurial development
        • Social infrastructure (training centers, digital labs, etc.)
        • Community innovation hubs
    3. Scoping Potential Pilot Projects
      • A preliminary concept note was submitted by Neftaly proposing a pilot in Gauteng targeting unemployed youth through a blended model of training, mentorship, and enterprise support.
      • DBSA expressed initial interest in co-developing a framework for social investment with measurable outcomes.
    4. Organizational Readiness
      • Internally, Neftaly initiated a review of its operational systems to prepare for future due diligence, governance alignment, and compliance with large institutional partnerships.

    Early Observations

    • Shared Vision: Both institutions are committed to sustainable, inclusive development with a people-centered approach.
    • Complementary Strengths: Neftaly brings community access and program expertise; DBSA brings institutional scale, policy influence, and long-term financing capability.
    • Readiness to Collaborate: Both teams have shown willingness to invest time in relationship-building and strategic planning.

    Next Steps (Q1 2018)

    • Formalize the partnership discussion through a Memorandum of Understanding (MoU) outlining joint priorities and commitment.
    • Conduct a joint feasibility assessment on pilot program rollout.
    • Establish a partnership coordination team to oversee planning and execution.
    • Begin co-development of a funding and impact measurement framework.

    Conclusion

The Neftaly–DBSA partnership is in its early days but carries great potential. As of November 2017, we have established a strong foundation for collaboration based on mutual values and complementary capabilities. With careful planning, transparency, and joint commitment, we believe this partnership can become a catalyst for long-term change — creating jobs, strengthening communities, and transforming the lives of South Africa’s youth.

Neftaly extends sincere gratitude to the Development Bank of Southern Africa for their openness, insights, and shared commitment to development. We look forward to building a powerful and enduring collaboration in the years ahead.

    March 2018 Report
Neftaly – Development Bank of Southern Africa (DBSA) Partnership

    Report by:
    [Name], Chief Development Officer, Neftaly

    Introduction

The month of March 2018 has marked further momentum in the development of the partnership between Neftaly Charity and the Development Bank of Southern Africa (DBSA). Building on the promising engagement initiated in late 2017 and the planning groundwork laid during January and February 2018, this month has focused on strategic consolidation, documentation, and program refinement.

This report provides a summary of the progress made during March, including updates on partnership formalization, program design, and stakeholder alignment.

    Strategic Purpose of the Partnership

The Neftaly–DBSA partnership is being designed to combine Neftaly’s grassroots impact model with DBSA’s infrastructure and development finance expertise. The ultimate goal is to co-deliver high-impact, scalable solutions that address:

    • Youth unemployment and under-skilling
    • Enterprise development in low-income communities
    • Local economic participation through inclusive infrastructure
    • Measurable community transformation through public-private collaboration

    Progress Highlights – March 2018

    1. Finalization of Draft MoU

    • A near-final version of the Memorandum of Understanding (MoU) was completed.
    • The document outlines partnership objectives, shared responsibilities, investment commitments, and joint governance mechanisms.
    • Legal teams from both Neftaly and DBSA are now reviewing terms ahead of anticipated signing in April 2018.

    2. Refinement of Pilot Program Framework

    • A joint technical task team continued to refine the Youth Skills and Enterprise Development Pilot proposed for Gauteng and Eastern Cape.
    • The pilot will consist of:
      • Vocational training in high-demand sectors (IT, green economy, construction)
      • Micro-enterprise incubation and access to startup funding
      • Development of local skills hubs with shared infrastructure
    • Site assessments and stakeholder consultations were initiated in two municipalities.

    3. Monitoring and Evaluation (M&E) Planning

    • Neftaly worked with DBSA representatives to outline a robust impact measurement framework, focusing on:
      • Skills acquisition and certification rates
      • Employment and income generation outcomes
      • Business survival and growth rates
      • Community-level indicators (access, infrastructure, participation)

    4. Institutional Capacity Alignment

    • Internal Neftaly departments participated in workshops to align finance, procurement, reporting, and compliance processes with DBSA standards.
    • This will ensure full readiness for project funding and delivery once the pilot program commences.

    Strategic Opportunities Identified

    • Leverage DBSA’s technical assistance to develop additional community hubs in Limpopo and North West.
    • Use pilot results to co-apply for regional and donor-based funding to scale successful models.
    • Establish a long-term Social Infrastructure Investment Portfolio focused on youth and SME development.

    Challenges Noted

    • Need for quicker turnaround on site approvals from local authorities.
    • Coordination of multiple stakeholders requires strong project management and facilitation.
    • Balancing innovation and compliance within institutional frameworks remains a key learning area.

Neftaly is proactively working with DBSA to address these challenges through shared planning tools and clear role definitions.

    Next Steps (April–May 2018)

    • Finalize and sign the MoU and publish the official partnership announcement.
    • Complete detailed project design and budget breakdown for pilot roll-out.
    • Begin recruitment and onboarding of local facilitators and trainers.
    • Establish a joint branding and communications strategy to promote partnership visibility.

    Conclusion

March 2018 has brought the Neftaly–DBSA partnership closer to full implementation. Both organizations are aligned in vision and intent, and strong progress has been made on formal agreements, program design, and institutional alignment. This collaboration represents a breakthrough opportunity to drive inclusive development through innovation, infrastructure, and impact-focused execution.

    April 2018 Report
Neftaly – Development Bank of Southern Africa (DBSA) Partnership

    Report by:
    [Name], Chief Development Officer, Neftaly

    Introduction

April 2018 marks a significant point in Neftaly’s journey toward deeper national and regional impact through strategic partnerships. This report highlights the early-stage collaboration and exploratory engagements between Neftaly and the Development Bank of Southern Africa (DBSA). It outlines our shared objectives, initial activities, and the strategic groundwork being laid to form a transformative, long-term development partnership.

Our vision is to unlock opportunities for youth and communities through skills development, enterprise support, and infrastructure investment — and DBSA stands out as a critical institutional partner in achieving this mission.

    Context and Strategic Rationale

Both Neftaly and DBSA are aligned in their commitment to socio-economic transformation in South Africa and the broader SADC region. While Neftaly brings deep expertise in youth empowerment, training, and grassroots mobilization, DBSA offers financial strength, infrastructure insight, and development investment capabilities.

Our goal is to co-create a model that integrates people-centered development with sustainable infrastructure investment — bridging the gap between opportunity and access.

    Key Developments in Q1 2018

    1. Initial Engagement and Consultations
      • Neftaly and DBSA initiated formal conversations in February 2018 around shared development priorities.
      • Stakeholder workshops were conducted to explore complementary strengths and areas of potential alignment.
      • Neftaly presented its five-year impact plan, highlighting success stories, operational models, and scalable initiatives.
    2. Drafting the Partnership Vision
      • A draft partnership concept note was jointly developed, focusing on three core pillars:
        • Youth Skills Development and Training
        • Entrepreneurship and Enterprise Support
        • Community Infrastructure Collaboration
      • Preliminary discussions on a co-funded pilot initiative in under-resourced municipalities have begun.
    3. Internal Alignment and Readiness Assessments
      • Neftaly initiated internal capacity reviews to assess systems readiness for managing large-scale institutional partnerships.
      • A dedicated team was assigned to coordinate partnership development, reporting, and compliance.

    Early Lessons and Insights

    • Institutional Fit: There is strong mission alignment between Neftaly’s bottom-up development model and DBSA’s top-down infrastructure approach. When integrated, this can yield truly inclusive and sustainable outcomes.
    • Need for Clarity: Early discussions highlighted the importance of clearly defined roles, outcomes, and expectations from both sides.
    • Community-Centered Approach: Neftaly’s experience on the ground reinforces the importance of embedding community voices and local leadership into any development planning.

    Next Steps (Q2–Q3 2018)

    • Finalize and sign a Memorandum of Understanding (MoU) to formalize the partnership framework.
    • Develop a pilot project proposal focused on youth skills and enterprise hubs in two priority provinces.
    • Establish a joint technical working group to lead implementation planning and resource mobilization.
    • Identify long-term metrics for success, with an emphasis on youth employment, business creation, and service delivery improvement.

    Conclusion

The April 2018 period represents a pivotal moment for Neftaly. Through our developing partnership with the Development Bank of Southern Africa, we are moving beyond grassroots impact to shape scalable, systemic change. This collaboration has the potential to become a national model for combining infrastructure investment with social development outcomes — empowering thousands of young people and revitalizing communities.
